This article reviews and analyses the advancement of renewable sources of energy in Bangladesh and Thailand in terms of policy intervention and institutional settings. Since renewable forms of energy emit far smaller amounts of greenhouse gas compared with fossil fuels, their use should mitigate climate change impacts while contributing to the provision of energy services. The article turns first to a review of energy–environment trends and the potential for renewables in these two nations. It then discusses strategies for the advancement of renewables. It is argued that further significant efforts can be made towards the advancement of renewables in Bangladesh and Thailand. These two nations could also learn from the experience in industrialized nations and other developing nations with regard to requisite policy instruments and processes. A number of barriers remain to the advancement of renewables, especially in terms of policy arrangements, institutional settings, financing mechanisms and technologies. Resources, cooperation and learning are required in order to overcome such barriers and to foster the development of necessary policy measures. Implementation of the clean development mechanism (CDM) under the Kyoto Protocol, and replication and adaptation of effective strategies from other settings are possible avenues for this.  相似文献

In the electricity sector, innovation in large-scale storage is anticipated to reduce costs and improve performance. The effect on greenhouse gas emissions of lower storage costs depends on the interactions between storage and the entire grid. The literature has disagreed on the role of storage in reducing emissions. In this paper we present a stylized model, which suggests that the effect of storage costs on emissions depends on the supply responsiveness of both fossil and renewable generators. Under common conditions in the United States, lower storage costs are more likely to reduce emissions when wind investment responds to equilibrium electricity prices and when solar investment does not. Simulations of a computational model of grid investment and operation confirm these intuitions. Moreover, because of its effect on coal and natural gas–fired supply responsiveness, introducing a carbon dioxide emissions price may increase the likelihood that lower storage costs reduce emissions.  相似文献

Protecting the climate is not costly but profitable (even if avoided climate change is worth zero), mainly because saving fuel costs less than buying fuel. The two biggest opportunities, both sufficiently fast, are oil and electricity. The US, for example, can eliminate its oil use by the 2040s at an average cost of 15 per barrel (200015 per barrel (2000), half by redoubled efficiency and half by alternative supplies, and can save three-fourths of its electricity more cheaply than operating a thermal power station. Integrative design permits this by making big energy savings cheaper than small ones, turning traditionally assumed diminishing returns into empirically observed expanding returns. Such efficiency choices accelerate climate-safe, inexhaustible, and resilient energy supply—notably the “micropower” now delivering about a sixth of the world’s electricity and 90% of its new electricity. These cheap, fast, market-financeable, globally applicable options offer the most effective, yet most underestimated and overlooked, solutions for climate, proliferation, and poverty.  相似文献

A rapid and sustained transition to new energy systems for Australia was explored using the OzECCO model implemented in a systems dynamics simulation package. OzECCO simulates the close relationship between energy use and economic productivity at a sectoral level to explore scenarios of economic and biophysical function based on a calibration period of 1981-2005 and a scenario period 2006-2051. The core scenarios showed that a fully renewable (the renewables transition) or an advanced fossil and nuclear transition (the conventional wisdom transition), can reduce accumulated CO2 emissions from the Australian economy for the period 2006-2051 by 50%. Adding a low growth economy where GDP averages less than 1% annually extends this to a 60% reduction. Extensive reforestation of more than 50 million hectares extends the total reduction to 70% over the 45 year period and provides at 2051 a per capita emissions level of one to two tonnes which will be necessary if developed and developing countries are to converge on equal atmospheric impacts with reasonable lifestyle opportunities. Central to both the renewables and conventional-wisdom scenarios are substantial reductions in the physical dimensions of personal consumption, and the transfer of these avoided consumption opportunities to an intergenerational sovereign wealth fund. This fund, held outside day-to-day domestic activities, can buffer Australian society and future generations against shocks, financial or physical, that might lie waiting and unanticipated in our future. This study did not explore phasing out Australia's extensive coal and natural gas exports although their impact on global atmospheric concentrations is significant. Domestic combustion and exported fuels will add 82 billion tonnes of CO2 to the atmosphere in the scenario period 2006-2051, equivalent to a 20 ppm rise in atmospheric concentrations. The low-growth renewables transition with unconstrained exports reduces this rise to 15 ppm. The continued expansion of fuel exports thus expands atmospheric risk in physical terms but also entrains policy and strategic risks should carbon-based industries become pariahs in international commerce and political relations.  相似文献

The paper describes the background, motivations and action plan for an extensive experiment with hydrogen (H) as an energy carrier in Iceland. The energy consumption of Iceland is described as well as the role of fossil fuel imports in the otherwise renewable energy scenario. The paper goes on describing the academic/political reasons for the drive towards the H economy experiment and the international consortium created to herald the work. Finally the paper describes the ongoing projects in Iceland and the anticipated development of H research and development in the country.  相似文献

This contribution presents the multi-objective synthesis of a company's supply network by integrating renewables (biomass and other waste, and solar energy) and accounting for several environmental footprints. The synthesis is based on a Mixed-Integer Linear Programming (MILP) problem. A previously developed model by the authors for achieving energy self-sufficiency by integrating renewables into companies’ supply networks has been extended for the evaluation of environmental impacts, such as energy, carbon, nitrogen, and water footprints. The achievement of an energy self-sufficient supply network has been considered whilst significantly reducing environmental impacts.The presented model is applied to multinational poultry-meat producing company. Direct (burdening) and indirect (unburdening) effects that form total effects on the environment are considered for the evaluation of environmental footprints. The results showed significant unburdening of the environment in terms of carbon and nitrogen footprints but, however, higher burdening in terms of the water footprint.  相似文献
