Fisheries management is the practice of analyzing and selecting options to maintain or alter the structure, dynamics, and interaction of habitat, aquatic biota, and man to achieve human goals and objectives. The theory of fisheries management is: managers or decision makers attempt to maximize renewable `output' from an aquatic resource by choosing from among a set of decision options and applying a set of actions that generate an array of outputs. Outputs may be defined as a tangible catch, a fishing experience, an existence value, or anything else produced or supported by renewable aquatic resources. Overall output is always a mix of tangible and intangible elements. However defined, management goals and objectives are essential components of fisheries management or any other field of renewable natural resource management. Reaching consensus on management goals and objectives has never been a simple task. Beyond the broad and often conflicting goals of an agency, managers must decide who should set specific management objectives — agency personnel, the public, or a combination of the two. Historically, rhetoric aside, fisheries managers in North America nearly always have consulted with professionals in governmental roles to set management objectives. In a strongly pluralistic society, this often resulted in protracted political and legal conflict. Increasingly, there are calls for use of risk assessment to help solve such ecological policy and management problems commonly encountered in fisheries management. The basic concepts of ecological risk assessment may be simple, but the jargon and details are not. Risk assessment (and similar analytical tools) is a concept that has evoked strong reactions whenever it has been used. In spite of the difficulties of defining problems and setting management objectives for complex ecological policy questions, use of risk assessment to help solve ecological problems is widely supported. Ecological risk assessment will be most useful (and objective) in political deliberations when the policy debate revolves around largely technical concerns. To the extent that risk assessment forces policy debate and disagreement toward fundamental differences rather than superficial ones, it will be useful in decision making. 相似文献

Bangladesh is a very flat delta built up by the Ganges—Brahmaputra—Meghna/Barak river systems. Because of its geographical location, floods cause huge destruction of lives and properties almost every year. Water control programs have been undertaken to enhance development through mitigating the threat of disasters. This structural approach to flood hazard has severely affected floodplain fisheries that supply the major share of protein to rural Bangladesh, as exemplified by the Chandpur Irrigation Project. Although the regulated environment of the Chandpur project has become favorable for closed-water cultured fish farming, the natural open-water fishery loss has been substantial. Results from research show that fish yields were better under preproject conditions. Under project conditions per capita fish consumption has dropped significantly, and the price of fish has risen beyond the means of the poor people, so that fish protein in the diet of poor people is gradually declining. Bangladesh is planning to expand water control facilities to the remaining flood-prone areas in the next 15–20 years. This will cause further loss of floodplain fisheries. If prices for closed-water fish remain beyond the buying power of the poor, alternative sources of cheap protein will be required. 相似文献

The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions. 相似文献

Conventional surplus production models indicate that destruction of fish populations by overfishing is difficult, if not impossible, but catastrophic declines in abundance of exploited populations are common. Surplus production models also do not predict large continuing fluctuations in yield, but large fluctuations in yield are common. Conventional surplus production models assume that fisheries do not impact the population's capacity to increase, but changes in age structure or a decrease in age-specific fecundity resulting from fishing can decrease the coefficient of increase. A surplus production model is developed in which fishing reduces the capacity of a population to increase; the model is applied to describe the fluctuations observed in yield of lake herring (Coregonus artedii) from the upper Great Lakes. The fisheries of the Great Lakes were decimated by the combined effects of heavy fishing and a changing environment. For some species, yield increased to high levels and then the fisheries collapsed; for other species, yield and effort fluctuated greatly. 相似文献

Grass carp (Ctenopharyngodon idella Val.) were introduced into the United States in 1963 as potential biological control agents for nuisance aquatic weeds. Since that time an oftentimes bitter controversy has raged over its effects on sportfishing, and its possible natural reproduction and naturalization in North America. This review considers the history, ecology, and present status of grass carp in the United States in light of the voluminous scientific research conducted since its importation. Particular attention is given to the role of grass carp in the fisheries management plans of Arkansas. Recent development of a sterile, triploid grass carp hybrid may lead to widespread use of grass carp to control nuisance aquatic weeds in culturally eutrophicated waters of the United States. 相似文献

Resource scarcity,energy use and environmental impact: A case study of the New Bedford,Massachusetts, USA,fisheries 总被引:3,自引:0,他引:3
The commercial fishing fleet in New Bedford, Massachusetts, USA, harvests seafood on George’s Bank, home of one of the nation’s
most productive fisheries. We calculated the energy return on investment (EROI) and carbon intensity of protein harvest in
the New Bedford fisheries from 1968 to 1988. EROI is the ratio of the energy content of the edible fish protein harvested
to the quantity of fossil fuel energy used directly in the harvesting process. Carbon intensity is the quantity of carbon
dioxide (CO2) released (from the burning of fossil fuels) per calorie of edible fish protein harvested. The results show that the EROI
of protein harvest declined from 0.18 to 0.028 from 1968 to 1988, indicating that the energy used to harvest seafood increased
from about 6 to 36 kcal of fuel for each kilocalorie of protein harvested. The quantity of CO2 released per calorie of edible fish protein is a linear function of energy use and therefore increased in a similar manner.
During this period there was a large increase in fishing effort (caused by the increase in the real price of seafood products,
favorable tax treatment for new vessel construction, and low interest loans from the government), and a decline in several
important species of fish. The results suggest that fishing pressure could be managed effectively by the regulation of fuel
use by the fleet. Despite the increase in the price of many seafood products, fishermen absorbed many of the costs of increasing
scarcity in the form of longer working hours and fewer men per vessel. 相似文献

Toward Adaptive Management: The Impacts of Different Management Strategies on Fish Stocks and Fisheries in a Large Regulated Lake 总被引:1,自引:0,他引:1
We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders. 相似文献

This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo‐Saxon variety of capitalism that the country inherited from its British colonizers. The paper demonstrates that the concepts of ownership and management rights are social, economic and political constructs that are continuously contested, with huge implications for sustainable development and natural resource management. 相似文献

Current political conditions, primarily budgetary uncertainty, and the related reluctance to make funding commitments for
future generations, have raised questions about the costs of conservation and environmental protection that have not previously
been asked. As Federal investments are scrutinized and budgets become ever more constrained, the costs associated with environmental
requirements could begin to be of greater importance and to influence decisions on Federal projects. In response to concerns
about the U.S. Army Corps of Engineers (Corps) spending under the Endangered Species Act (P.L. 93-205) (ESA), a limited investigation
was performed to determine the accuracy of reported Corps expenditures. The investigation showed that, for particular groups
of species, actual conservation costs for threatened and endangered species may be twice the amounts previously reported in
the annual ESA expenditure reporting to the U.S. Fish and Wildlife Service. In light of this finding, the Corps has sought
a means to provide more accurate and consistent reporting of expenditures for addressing threatened and endangered species.
A Species Costs Template (template) has been developed to identify the types and magnitude of costs related to the ESA and
to counteract the impediments (legal, institutional, and practical) to underreporting costs. The template will be used by
the Corps for reporting ESA costs beginning with Fiscal Year 2005 (FY05) (reported in January 2006). Five broad categories
of expenditures (effects determination costs, ESA protection and conservation costs, equipment costs, opportunity costs, and

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis.
