Ecosystem constraints are both ontic and epistemic. They limit activity, and as problems to be solved they drive organization, which is our hypothesis:
The driver of organization is constraint.Solutions proliferate further constraints in an unending spiral of problem (constraint) generation and solution. As constraints proliferate, behavior narrows, and species diversify to compensate (paradox of constraint). Resource enrichment reduces constraints, releases behavior, and reduction of challenges decreases diversity (paradox of enrichment)—high diversity is expressed in low-resource environments and low diversity in high-resource environments. A three-part model of constraints is formulated for non-living systems, and also for goal-directed, problem-solving biota. Mode 1: dynamical means behavior is co-determined by internal states and external inputs. Mode 2: cybernetic employs negative feedback to keep dynamics within goal-oriented operating limits. Mode 3: model-making entails ability to represent (model) physical reality and respond to both phenomenal (modeled) and physical inputs; this property distinguishes living from nonliving systems. Principal sections of the paper elaborate dynamical constraints (three classes), boundary constraints (expressed in edge effects and trophic dynamics), physical constraints (space, time, temperature), chemical constraints (environment fitness, ecological stoichiometry, chemical evolution, limiting factors), coding constraints (environmental vs. genetic coding), network and pathway constraints (connectivity), and natural selection constraints (fitting to the biosphere). Consideration of how the world would look without constraints suggests how fundamental these are in ecosystem emergence, and how the next property in this series, differentiation, would be unmotivated without them. We conclude that constraints as a category are under-studied in ecology, poorly understood in ecological phenomenology, and (our hypothesis) comprise a ubiquitous organizing force in nature. 相似文献

Ozone (O3), as a harmful air pollutant, has been of wide concern. Safe, efficient, and economical O3 removal methods urgently need to be developed. Catalytic decomposition is the most promising method for O3 removal, especially at room temperature or even subzero temperatures. Great efforts have been made to develop high-efficiency catalysts for O3 decomposition that can operate at low temperatures, high space velocity and high humidity. First, this review describes the general reaction mechanism of O3 decomposition on noble metal and transition metal oxide catalysts. Then, progress on the O3 decomposition performance of various catalysts in the past 30 years is summarized in detail. The main focus is the O3 decomposition performance of manganese oxides, which are divided into supported manganese oxides and non-supported manganese oxides. Methods to improve the activity, stability, and humidity resistance of manganese oxide catalysts for O3 decomposition are also summarized. The deactivation mechanisms of manganese oxides under dry and humid conditions are discussed. The O3 decomposition performance of monolithic catalysts is also summarized from the perspective of industrial applications. Finally, the future development directions and prospects of O3 catalytic decomposition technology are put forward. 相似文献

Total and particulate metal concentrations, measured during intensive synoptic studies of the Genesee River, NY, correlated with suspended-sediment concentration and river discharge. Dissolved metal concentrations, on the other hand, showed little systematic variation over the length of the river. Metal and sediment fluxes for two elevated-discharged periods peaked at a midbasin sampling site. For most metals at most sampling sties particulate materials comprised over one-half of the total material. Comparison of particulate material metal concentrations, normalized to the measured suspended-sediment concentrations had with basinwide average values shows that sites having low suspended-sediment concentrations had high particulate material metal contents relative to the basin averages, while sites with high suspended-sediment concentration had low metal contents. These results are consistent with a metal transport mechanism in the Genesee River involving (1) a nearly constant dissolved component, (2) a fine acid-soluble component, and (3) a coarse component that is effectively a neutral diluent in the sediment. Chemical factors, such as sediment organic content, also appear to affect metal transport in the Genesee River. 相似文献

Improving the performance of the state environmental agencies (SEAs) necessitates an effective institutionalization of governmental
environmental management functions. There are examples of successful and unsuccessful SEAs in several parts of the world.
Analysis and assessment of these cases can deliver useful insights for institution builders. The objective of this article
is the assessment of the institutional effectiveness of the SEAs in Turkey through the perceptions of the experts using the
Delphi Technique. In this regard, a checklist is developed including 16 criteria and 123 subcriteria to measure the institutional
effectiveness of the SEAs. Twenty-eight national and international experts have formed a Delphi panel and evaluated the national
and local conditions. Results, based on the perceptions of the experts, indicate that the overall effectiveness of the SEAs
is far less than satisfactory. Negative consensus has been reached over the effectiveness of 13 of the16 criteria and 95 of
the123 subcriteria; however, no consensus has been achieved over the remainder of the parameters. The survey has also proven
that the Delphi Technique can be effectively used for that purpose. Utilization of the checklist method is also useful in
diagnosing the problematic components of the SEAs. It is recommended that this approach be used in similar cases elsewhere. 相似文献

/ Major responsibility for conserving forest biodiversity is often assigned to natural resource agencies. Often unknown is the appropriate administrative context for doing so, especially the organizational location for biodiversity programs in state government, suitable levels of financial and professional investment in biodiversity programs, processes useful for coordinating programs located in different administrative settings, and the effectiveness of biodiversity programs, especially conditions associated with programs judged to be very effective. Focusing on forests, a nationwide survey of 156 forestry agency and biodiversity program administrators in all 50 states was undertaken. Effective forest biodiversity programs were those with a long-range plan, administered as a single organizational unit, located in close organizational proximity to a state's forestry agency, actively providing management practice advice to landowners, administrators, and the public, and firm actions taken to ensure coordination with other natural resource programs. 相似文献

ABSTRACT: A non-linear optimization model is applied to the California State Water Project (SWP) and portions of the Central Valley Project (CVP). The model accounts for the major hydrologic, regulatory, and operational features of both projects. The model maximizes long-term SWP yields over a 70-year period, using a quarterly time step. The potential for increased yield associated with a proposed facility improvement is evaluated with the model. The proposed facility is an extension of the Folsom-South Canal, which would allow water to be conveyed from the American River below Folsom Reservoir into New Melones Reservoir on the Stanislaus River or into the California Aqueduct. Model results indicate that extension of the Folsom-South Canal has the potential to increase SWP yields by 13 percent. 相似文献
