随着居民部门用能快速增长,各国都在致力于观察本国居民能源消费特征以减少碳排放,特别是发达国家。本文应用近30年的微观调查数据分析美国居民能源消费现状和趋势,为发展中国家提供一些借鉴意义。从总量上看,伴随着人口、家庭数量和建筑面积的上升,能源消费总量变化较小,趋于稳定;人均用能则呈下降趋势。从用能结构来看,以天然气和电力为主,2009年分别占比44%和41%;近30年来天然气占比小幅下降,电力占比上升明显;完善的天然气设施和电力服务体系使得能源可获得性高。从用途分类来看,取暖和家电占绝大比例,2009年分别占比41%和35%;取暖用能近30年来出现平缓下降趋势,燃料来源70%是天然气;家电设备用能占比明显上升,增长近1倍;制冷占比较小,近年出现小幅上升;热水用能则比较稳定。家庭炊事燃料以电力和天然气为主,2009年分别占比60%和34%。近30年,家用电器保有量和能源效率有显著提高。建筑用能方面,美国房屋服务时间长,后期建筑房屋在保温性能方面高于早期房屋,单位面积耗能下降。美国居民享受着较高水平的能源服务,能源消费总量在近30年没有明显变化,这和能源效率的提高有着密切关系;如完善的"能源之星"项目是一个强有力的措施,以及完善的能源统计制度为能源分析提供了有力的数据支撑。相比,中国存在居民炊事用能固体燃料占比较高、建筑服务周期短、建筑材料耗能比重大等问题。建议中国政府进一步完善能源统计制度、推行农村能源扶持项目和能源标识、加强建筑规划、落实建筑能耗标准。  相似文献

To analyze the factors affecting US public concern about the threat of climate change between January 2002 and December 2013, data from 74 separate surveys are used to construct quarterly measures of public concern over global climate change. Five factors should account for changes in levels of concern: extreme weather events, public access to accurate scientific information, media coverage, elite cues, and movement/countermovement advocacy. Structural equation modeling indicates that elite cues, movement advocacy efforts, weather, and structural economic factors influence the level of public concern about climate change. While media coverage exerts an important influence, it is itself largely a function of elite cues and economic factors. Promulgation to the public of scientific information on climate change has no effect. Information-based science advocacy has had only a minor effect on public concern, while political mobilization by elites and advocacy groups is critical in influencing climate change concern.  相似文献

介绍了以美国地震灾害模型为例的地震风险评估在金融保险业和土木工程两大领域的应用,回顾了地震灾害风险评估发展的历史背景,其中,金融保险业的模型更测重于对历史理赔数据的分析,土木工程业的模型则注重于对工程结构的分析。着重探讨了评估模型中地震灾害部分的建立,其中包括致灾因子模块及孕灾环境模块。针对建模中致灾因子、孕灾环境等的关键要素,如地震源及震级、地震衰减方式、场地土壤土质条件、地震复发率等,作了分析及归纳总结,并系统地介绍了所涉及要素的数据信息获取过程及对应的建模方法,进一步探讨了相应的风险量化的步骤和方法。  相似文献

As part of a programme to characterize floating anthropogenic debris in the aquatic environment, the US Environmental Protection Agency (EPA) conducted 18 field surveys in the harbours of major metropolitan cities of the east, west, and Gulf coasts of the United States and the Mid-Atlantic Bight. the surveys were designed to provide information on the types, relative amounts, and distributions of aquatic debris in different geographic regions of the United States. Neuston nets (0.33 mm mesh) were used to collect surface debris during outgoing tides on two or three consecutive days in selected areas of each city. After each net tow, the debris, which ranged in size from small resin pellets to large plastic sheeting pieces, was identified, categorized, and counted. the data are being used to qualitatively characterize aquatic debris in coastal metropolitan areas, to examine potential regional variations, and to tentatively identify potential sources.  相似文献

通过对中美职业安全健康立法目的和背景的考察,对比分析职业安全健康法涉及的6项具体内容,即体例结构、适用范围、监管方式、监管体制、教育与培训、法律责任,并指出国情不同是造成中美职业安全健康法立法巨大差异的原因之一。经对比分析,可得出几点结论:从中国国情出发,走逐步完善的职业安全健康立法路径,建立独立的职业安全健康法律体系,是我国安全生产的治本之策;对从业人员的职业安全健康保护具有首要性,须明晰保护劳动者的上层法律要求,《安全生产法》并不能代替《职业安全健康法》;完善中国职业安全健康法律制度须走一体化整合的道路。  相似文献

The Clean Development Mechanism (CDM) under the Kyoto Protocol to the UN Framework Convention on Climate Change (UNFCCC) has its origins in the decade of UNFCCC negotiations. ‘Joint implementation’ and ‘activities implemented jointly pilot’ opened the door for the project-based mechanisms between developed and developing countries. The US proposal of the Joint Implementation in the Kyoto Protocol negotiations was almost identical with CDM approved in Kyoto; however, a detour around the Clean Development Fund (CDF) concept raised by Brazil in the negotiations catalyzed the mutual understanding on the win-win nature of the concept of joint implementation.CDM has been played an important role to bridge the developed and developing countries in its development process initiated as the joint implementation in the UNFCCC, and can lead to the cooperative future in the implementation stage starting from the year 2003, including the development of future commitments beyond 2013. Illinois has been operating an ambient water quality network of almost 600 stations for several years. In 1977 changes in program emphasis toward intensive monitoring, the need for improved procedures and quality control in monitoring operations, and the desire to create a single data base of all Illinois State monitoring data, resulted in a redesign of the ambient monitoring program.A unique cooperative program between the Illinois Environmental Protection Agency and the US Geological Survey provides for their monitoring a portion of the network. The Survey provides flow data at most network stations as well as extensive manpower training, equipment, data processing, and program quality control. Informal agreements with other agencies have permitted a great reduction in the monitoring effort required by the Illinois Environmental Protection Agency.  相似文献
