针对农村饮用水安全总体状况及存在的问题,如工农业点面源、生活污染源造成农村水环境污染,饮用水质超标,季节性缺水、供水设施简单、制水工艺不足、供水水质二次污染,水源保护及水质监测不力、行业管理服务滞后等,强调"以人为本"的原则,正确认识农村饮用水安全内涵及卫生指标体系。采取加大工程建设方案优化力度、增强饮水工程规划设计的科学性、兴办乡村供水工程、采用合理的水处理技术设施、加强水质检测建设等工程措施,以及严防农村点与面源污染、加强农村水源地保护、创新农村饮用水安全管理制度及监督措施、完善农村饮水安全监测体系、积极研究农村饮水安全问题等措施,保障农村饮水安全。  相似文献

Long-term integrated monitoring is an important approach forinvestigating, detecting and predicing the effects ofenvironmental changes. Currently, European freshwaters,glaciers, forests and other narural and semi-natural ecosystemsand habitats are monitored by a number of networks establishedby different organisations. However, many monitoring programmeshave a narrow focus (e.g. targeting individual ecosystems) andmost have different measurement protocols and sampling design.This has resulted in poor integration of ecosystem monitoring ata European level, leading to some overlapping of efforts and alack of harmonised data to inform policy decisions. The need fora consistent pan-European long-term integrated monitoring ofterrestrial systems programme is recognised in the scientificcommunity. However, the design of such a system can be problematic, not least because of the constraints imposed bythe need to make maximum use of existing sites and networks.Based on the outcomes of the NoLIMITS project (Networking ofLong-term Integrated Monitoring in Terrestrial Systems), thisarticle reviews issues that should be addressed in designing aprogramme based on existing monitoring sites and networks. Fourmajor design issues are considered: (i) users' requirements,(ii) the need to address multiple objectives, (iii) role ofexisting sites and (iv) operational aspects.  相似文献

本文从阐述生态经济系统、生态经济平衡和生态经济效益等生态经济学的基本范围入手,揭示生态经济问题产生和演变的内在机理——生态经济系统的基本矛盾;从经济发展、人口增长、生产力进步而与资源缺口、环境容量、生态平衡等的相互关系,分析生态经济基本矛盾的种种表现;从原始社会、农业社会的工业社会等几个主要阶段,阐明生态经济基本矛盾产生和发展的一般过程;并从自然生态系统与社会经济系统在运动周期性、有序性、运行路线与运行机制等方面异同,着重论述产生生态经济基本矛盾的原因,进一步阐明生态问题演变的规律性。探讨解决生态经济基本矛盾的途径,即通过控制人口,转变经济增长方式,实施资源替代战略和地域优势互补,建立生态化的产业和区域发展模式,进行环境与资源市场化的制度创新,实现人口、资源、环境与经济的协调发展。  相似文献

从多维、多学科的视角,就环境问题产生的原因进行了比较系统,全面的研究和探讨。具体包括环境问题产生的哲学根源、宗教根源、伦理根源、技术根源和经济根源。从表面上看,环境问题是一个技术问题、经济问题;但从深层次考察,环境问题则也是哲学问题、宗教问题和伦理问题。环境问题的根本解决,不仅有赖于技术进步和经济法律制度的变革,更有赖于人类文明的转型和伦理观念的觉悟。  相似文献

Agricultural economics has, until the 1990s, enjoyeda reputation for relevance and usefulness to theagri-food industry and policy-makers. Thatreputation has been jeopardized by a growinginfatuation with models and quantification, and aconcomitant underemphasis placed on many complexproblems and issues of society. An illustrativeexample is explored, using agriculturalactivity-related damage to the natural resourcebase, environment and ecology. This experimental research addresses the effectiveness of communication about complex environmental issues, depending on whether the same information is provided by multiple collaborating or by individual organizations (i.e., stakeholders). The information provided pertains to carbon dioxide capture and storage (CCS) technology, as an example of a complex environmental issue. In Studies 1 (N = 75) and 2 (N = 66) we found that participants perceived factual information from collaborating stakeholders to be of higher quality than when the same information was provided by individual stakeholders. As predicted, the expectation of diverse perspectives being represented in the collaborative information mediated this effect. In addition, in Study 3 (N = 79) the perceived dissimilarity of collaborating stakeholders was shown to be an important precondition for the collaboration effect observed in Studies 1 and 2. Finally, these studies indicate that occasional collaboration between different stakeholders does not necessarily harm the perceived credibility of each individual stakeholder.  相似文献

Abstract:  The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats.  相似文献
