Although contingent valuation is the dominant technique for the valuation of public projects, especially in the environmental sector, the high costs of contingent valuation surveys prevent the use of this method for the assessment of relatively small projects. The reason for this cost problem is that typically only contingent valuation studies which are based on face-to-face interviews are accepted as leading to valid results. Particularly in countries with high wages, face-to-face surveys are extremely costly considering that for a valid contingent valuation study a minimum of 1000 completed face-to-face interviews is required. This paper tries a rehabilitation of mail surveys as low-budget substitutes for costly face-to-face surveys. Based on an empirical contingent valuation study in Northern Thailand, it is shown that the validity of mail surveys can be improved significantly if so-called Citizen Expert Groups are employed for a thorough survey design.  相似文献

Two northern Minnesota lakes that had been studied in detail 22 years earlier (1958) were restudied to determine the extent of alteration in ecological conditions. Approximately one year after the original investigation, a coal-fired power plant, which incremented sulfate loading by about 6 kg/ha-yr, began operation nine miles away. These lakes lie within a region judged susceptible to acidic precipitation, though each lake, based on its buffering capacity, would be judged only moderately sensitive. In spite of the influence of this plant and other anthropogenic inputs, the change in lake ecology was apparently minimal. Water clarity decreased in both lakes and some alteration in zooplankton community structure was observed. The long-term utility of lake surveys depends upon how carefully and completely conditions can be reconstructed from records and reports. Past surveys generally omit measures of variability for the data, allowing only qualitative comparisons to be drawn. Most species are imperfectly detected during biological surveys, which creates uncertainty around their abundance or presence at a given location. Decision makers managing threatened or pest species are regularly faced with this uncertainty. Wildlife diseases can drive species to extinction; thus, managing species with disease is an important part of conservation. Devil facial tumor disease (DFTD) is one such disease that led to the listing of the Tasmanian devil (Sarcophilus harrisii) as endangered. Managers aim to maintain devils in the wild by establishing disease‐free insurance populations at isolated sites. Often a resident DFTD‐affected population must first be removed. In a successful collaboration between decision scientists and wildlife managers, we used an accessible population model to inform monitoring decisions and facilitate the establishment of an insurance population of devils on Forestier Peninsula. We used a Bayesian catch‐effort model to estimate population size of a diseased population from removal and camera trap data. We also analyzed the costs and benefits of declaring the area disease‐free prior to reintroduction and establishment of a healthy insurance population. After the monitoring session in May–June 2015, the probability that all devils had been successfully removed was close to 1, even when we accounted for a possible introduction of a devil to the site. Given this high probability and the baseline cost of declaring population absence prematurely, we found it was not cost‐effective to carry out any additional monitoring before introducing the insurance population. Considering these results within the broader context of Tasmanian devil management, managers ultimately decided to implement an additional monitoring session before the introduction. This was a conservative decision that accounted for uncertainty in model estimates and for the broader nonmonetary costs of mistakenly declaring the area disease‐free.  相似文献

Freshwater mussels appear to be promising candidates for adaptive cluster sampling because they are benthic macroinvertebrates that cluster spatially and are frequently found at low densities. We applied adaptive cluster sampling to estimate density of freshwater mussels at 24 sites along the Cacapon River, WV, where a preliminary timed search indicated that mussels were present at low density. Adaptive cluster sampling increased yield of individual mussels and detection of uncommon species; however, it did not improve precision of density estimates. Because finding uncommon species, collecting individuals of those species, and estimating their densities are important conservation activities, additional research is warranted on application of adaptive cluster sampling to freshwater mussels. However, at this time we do not recommend routine application of adaptive cluster sampling to freshwater mussel populations. The ultimate, and currently unanswered, question is how to tell when adaptive cluster sampling should be used, i.e., when is a population sufficiently rare and clustered for adaptive cluster sampling to be efficient and practical? A cost-effective procedure needs to be developed to identify biological populations for which adaptive cluster sampling is appropriate.  相似文献

The main results of research work carried out since 1998 with regard to the application of hydro-acoustic technologies for the evaluation of biomass and distribution of small pelagic fish species off the southern coast of Sicily are presented, taking into account information from hydrology and from ecology of the fish populations targeted. The biomass estimates and the population‐density charts presented concern the two main species, i.e. sardine Sardina pilchardus (Walbaum, 1792) and anchovy Engraulis encrasicolus (Linnaeus, 1758). Both the sardine and anchovy populations experienced large inter-annual fluctuations, with biomass estimates ranging from 6000 to over 36,000 tonnes (t) (sardine) and from about 7000 to 23,000 t (anchovy). Acoustic estimates are largely consistent with landings recorded in Sciacca (the main fishing port for small pelagic species in the study area) during the year following the evaluation surveys. In addition, trends in sardine and anchovy biomass estimates appears to be negatively correlated with the mean sea surface temperature calculated over the time intervals January–September (sardine) and June–November (anchovy) of the preceding year, which correspond to larval and juvenile growth periods of target species. Observed patterns would suggest the importance of enrichment processes relevant to the survival of early stages, so determining recruitment success and finally higher population sizes.  相似文献

Hunted wild animals (i.e., bushmeat) are a main source of protein for many rural populations in the tropics, and the unsustainable harvest of these animals puts both human food security and ecosystem functioning at risk. To understand the correlates of bushmeat consumption, we surveyed 1219 households in 121 rural villages near three newly established national parks in Gabon. Through the surveys we gathered information on bushmeat consumption, income, and material assests. In addition, we quantified land cover in a 5-km radius around the village center and distance of the village center to the nearest park boundary. Bushmeat was not a source of income for most households, but it was the primary animal protein consumed. Ninety-seven percent of households consumed bushmeat at least once during a survey period of 12 days. Income or wealth, land cover, distance of village to the nearest park boundary, and level of education of the head of the household were among the factors that significantly related to the likelihood of consuming any of the 10 most commonly consumed species of bushmeat. Household size was the predictor most strongly associated with quantities of bushmeat consumed and was negatively related to consumption. Total bushmeat consumption per adult male equivalent increased as household wealth increased and decreased as distance of villages to park boundaries increased. Bushmeat consumption at the household level was not related to unit values (i.e., price estimates for a good that typically does not have a market value; estimates derived from willingness to sell or trade the good for items of known price) of bushmeat or the price of chicken and fish as potential substitutes. The median consumption of bushmeat at the village level, however, was negatively related to village mean unit values of bushmeat across all species. Our results suggest that a lack of alternative protein sources motivated even the wealthiest among surveyed households to consume bushmeat. Providing affordable, alternative protein sources to all households would likely reduce unsustainable levels of bushmeat consumption in rural Gabon.  相似文献

Introduction

This study examined the impact of the British Petroleum (BP) Baker Panel Report, reviewing the March 2005 BP-Texas City explosion, on the field of process safety.

Method

Three hundred eighty-four subscribers of a process safety listserv responded to a survey two years after the BP Baker Report was published.

Results

Results revealed respondents in the field of process safety are familiar with the BP Baker Report, feel it is important to the future safety of chemical processing, and believe that the findings are generalizable to other plants beyond BP-Texas City. Respondents indicated that few organizations have administered the publicly available BP Process Safety Culture Survey. Our results also showed that perceptions of contractors varied depending on whether respondents were part of processing organizations (internal perspective) or government or consulting agencies (external perspective).

Conclusions

This research provides some insight into the beliefs of chemical processing personnel regarding the transportability and generalizability of lessons learned from one organization to another.

Impact on Industry

This study has implications for both organizational scientists and engineers in that it reveals perceptions about the primary mechanism used to share lessons learned within one industry about one major catastrophe (i.e., investigation reports). This study provides preliminary information about the perceived impact of a report such as this one.  相似文献

In Finland, a new Government Decree on the Assessment of Soil Contamination and Remediation Needs (214/2007) came into force on 1 June 2007. According to the Decree, natural baseline concentration levels should be taken into account when assessing potential soil contamination and the need for remediation. This applies particularly in the case of toxic metallic elements, since baseline concentrations may naturally be rather high. The new decree prescribes soil screening values for 52 substances or groups of substances. The natural baseline concentrations have been taken into account in the definition of the screening values for inorganic pollutants. The Geological Survey of Finland (GTK) carried out a nation-wide geochemical mapping of till on a reconnaissance scale in 1983 and on a regional scale during 1984–1992. These surveys have provided information on natural elemental distribution in subsoils of the glacial till. However, some important trace elements in regional mapping such as arsenic are missing from the analysis, and subsoil samples do not reflect the diffuse anthropogenic input. Thus, GTK has continued the survey work by determining geochemical baselines around suburban areas. Samples have been taken from humus, topsoil and subsoil layers, and the soil parent material has covered sandy soils, glacial tills and fine-grained sediments. According to the studies, a regional difference in the levels of arsenic and some other trace elements can be clearly seen, especially in minerogenic soils. The results illustrate the importance of information on regional baseline concentrations while assessing potential soil contamination.  相似文献

Abstract

Objective: Recent news reports in 2016 indicated that across Miami–Dade County, Florida, driving under the influence (DUI) arrests have decreased substantially. The objective of this research was to determine the reasons for the decline in DUI arrests from 2009 to 2016. Are there fewer impaired drivers on the roads? Can DUI enforcement and prosecution be improved?

Methods: The following methods were used in this study: (1) Analysis of existing DUI arrest and crash data; (2) conducting and analysis of a telephone survey of reported knowledge, attitudes, and behaviors concerning impaired driving; (3) conducting and analysis of roadside surveys on the roads on weekend nights in Miami–Dade County; (4) information from focus group discussions with police and prosecutors in Miami–Dade County; and (5) a comprehensive review of the best DUI prevention practices and enforcement strategies used across the country.

Results: DUI arrests decreased 64% in Miami–Dade County between 2009 and 2016. This was a significantly larger decrease than has occurred in the State of Florida as a whole (34%) and in the United States (29%) over the same time period. The decline was not due to any decline in DUI behavior in the county.

Conclusions: Based upon the data and information gathered in this project, the following actions were recommended for Miami–Dade County: (1) County police chiefs need to find ways to overcome law enforcement apathy toward DUI enforcement and persuade their traffic enforcement officers to be proactive rather than reactive when it comes to identifying and making impaired driving stops. (2) County police agencies should join forces to conduct more sobriety checkpoints. Checkpoints are safer for both the police and the drivers going through them and serve as a general deterrent to impaired driving. (3) An interagency DUI task force or team of 5 to 7 officers should be established within the county. These officers would be solely dedicated to DUI enforcement and paid for by each individual agency or under a grant from the state or federal government.  相似文献
