| Abstract: | Water quality trading is considered a cost-effective and environmentally sound method for improving water quality in the US. The paper presents the fundamentals and implementation of the US water quality trading policy, the essential elements of the trading system as well as many examples of water quality trading and the resulting economical, environmental and social benefits. The US experience will benefit Shanghai since it has the necessary infrastructure and has practiced emission trading for many years. Water quality trading between some point and nonpoint sources may be practiced as a powerful and cost effective approach to help solving water pollution problems due to urban and farm field run offs in Shanghai. |
