| 摘 要： | 论述了编制企业安全生产发展战略的总体思路,并从管理科学中战略形成机制与安全生产领域中系统安全工程的理念出发,提出企业安全生产发展战略的体系框架即由总论、安全生产理念、战略目标、管理体系、运营机制、绩效考核、保障建设和附则8部分组成,并对其文件内容要素和战略编制技术要点进行解释说明,以期为企业编制安全生产发展战略提供技术指导和参考。

| Abstract: | The overall thought on planning safety strategy in enterprise is put forward. The system framework of safety strategy includes the pandect, the principle of work safety, strategy target, management system, operation mechanism, performance appraisals, safeguard construction and supplementary articles, which is discussed from the view of management science and safety system engineering. The file elements and the key compiling technique are also expatiated for the purpose of providing reference for enterprise to compile safety strategy. |
