生态环境治理体系和治理能力现代化是国家治理体系和治理能力现代化的重要方面。在全面深化改革和生态文明体制改革背景下,中国生态环境治理体系正在重构。在生态环境治理体系中,政府监管处于核心位置。本文分析了政府监管在生态环境治理体系中的地位,分析了生态环境治理体系建设中环境监管存在的问题,梳理了环境监管体系的改革框架。研究认为:中长期环境监管体系改革面临新的形势。深化环境监管体系改革,强化国家的监管职能,是推进国家治理体系和治理能力现代化的重要维度和抓手。在全面深化改革的背景下,需要进一步厘清改革方法论,增强改革系统性、集成性,统筹推进责任体系和问责机制、机构改革、政策工具三个方面的改革。

On the modernization of ecology and environment governance system and its capacity from the perspective of government regulation

The modernization of ecology and environment governance system and its capacity is an important aspect of the state governance system modernization.Under the background of comprehensively deepening reform and ecological civilization system reform,China’s ecology and environment governance system is being reconstructed.In the ecology and environment governance system,government regulation is at its core.This paper analyzes the role of regulation in the ecology and environment governance system,discusses the problems of environmental regulation in the construction of ecology and environment governance system,and proposes a framework for understanding the progress of environmental regulation system reform.Environmental regulation system reform is facing new challenges in the medium and long-term.Deepening the reform of the environmental regulation system and strengthening the regulatory role of the state is an important dimension in modernizing the national governance system and enhancing the governance capacity.In the context of comprehensively deepening the reform,it is necessary to further clarify the reform methodology,improve the systematic and integrated reform,and comprehensively promote the reform through strengthening accountability mechanism,restructuring organization and optimizing policy tools.
