This paper summarized the theoretical base framework of the Eco - compensation (EC) and discussed the basic theories involved in. This framework consisted of five basic components. The irreversibility of the exploitation of the natural resource and environment was the inherent requirement and the ecology base of the EC. The definition and allocation of the environmental and natural resource' s property right was the jurisprudence and institutional economic base of the EC. The public goods attribute was the public economics base of the policy path option of the EC. The intemalization of the externality was the core issue and the environmental economics base of the EC. And the natural capital theory was the e-valuation base of the EC and the theoretical base of determining the compensation standard.
