长江流域经济发达地区城市发展思路

长江流域具有优越的区位条件和良好的经济基础，改革开放后城市化水平大幅提高，目前该流域的城市格局正处于由传统的封闭型工业生产城市向经济型、开放型和以第三产业为主转变，单体城市也开始向相互依托、相互发展的城市群体转变。本文分析和总结了长江流域城市发展的现状和存在的问题，如城市化滞后于工业化、城市规划同城市发展不相适应、城市建设资金就足和城市生态环境问题等。在此基础上重点对长江中下游地区城市２１世纪发展

CONSIDERATION ON URBAN GROWTH IN ECONOMY DEVELOPED AREAS OF CHANGJIANG BASIN

The Changjiang Basin has excellent geographical location and good economic basis. After the open policy the level of urbanization in this region has been raised in a big way. Now the city is becoming more open, the city function is turning to business and tertiary industries from the traditional manufacture industry, and individual cities are being connected closely and forming urban agglomeration. This paper analyzes features and problems of urban development in the Changjiang basin, for example, urbanization lagging behind industrialization, urban planning not suitable to urban growth, shortage of urban construction funds,and urban ecological environmental problems. This paper also puts forward six proposals mainly on city growth in the 21st century in the areas of middle and lower basins of Changjiang: the first is to work out an urban development target in accordance with national conditions; the second is to promote cooperation and division of labor among cities; the third, to improve the general urban planning so as to be more scientific; the fourth, to enhance the management and organization function of cities; the fifth is to study deeply the re-allocation of construction land between the urban and the rural districts as well as among cities; the last is to pay attention to the saving and protection of water resources.
