On Oriented Socialistic Market Economy and Building of Environmental Legal System

Aiming at the harmonious social development a dialectical relationship between environment protection and economic development were discussed in this paper, it was asserted that Under the condition of Oriented market economic system, environmental management department should actively do well self building up from the aspects of spiritual and material on the other hand the department concerned was advised to accelerate building up a full legal system for environment management.
