| 摘 要： | 水环境污染物的总量控制是污染减排的主要环节，水环境质量改善是环境保护的最终目的之一。在对“十一五”以来水环境主要污染物COD减排和主要流域断面水质情况分析的基础上，提出了中国考核制度存在的问题。分析结果表明，总量控制成效和质量改善情况存在不挂钩的现象，政府应从四个方面完善中国的污染减排考核制度。在国家高度重视污染减排的情况下进行研究，对中国环境保护工作的推进具有一定的借鉴意义。
