浅论地铁工程建设安全监督管理工作

从本质安全和事故预防机理角度出发，结合在西安地铁安全监督管理的实践，提出了地铁车站先修建附属结构后修建主体结构的建设理念，以及“抓大、查小、促安全”的安全管理理念，这是“安全第一，预防为主，综合治理”的方针在西安地铁建设过程中的具体化，使西安地铁的安全监督管理工作步人科学、健康发展的良性轨道。

Discussion on supervision and management work of construction safety in subway engineering

From the perspectives of intrinsic safety and incident prevention mechanism, and combining the practice of safety supervision and management in Xi＇an subway, the construction idea of constructing accessory structure first and constructing major structure later in railway station was put forward, as well as the safety management idea of ＂seize the big, check the small, enhance the safety＂. It is the embodiment of the guideline ＂safety first, precaution crucial and comprehensive treatment＂ in construction of Xi＇an subway, which make the safety supervision and management work of Xi＇an subway go on the track of sound progress with scientific and healthy development.
