闽南地区农村征地冲突的风险预警及防范对策--以福建省晋江市为例

借鉴社会冲突理论构建了农村征地冲突风险预警指标体系,并以闽南地区晋江市为案例区,运用模糊综合评价法分析了农村征地冲突风险警级水平及其产生机制。结果表明:闽南地区农村征地冲突风险水平整体处于中警级别,农村征地冲突风险警级水平与该区域的特征密切相关。基于研究结果,为有效防范闽南地区农村征地冲突风险,应从完善征地纠纷矛盾调解机制、尊重农户心理需求和文化认同、建立分级控制预警机制等方面制定风险防范对策。

Research on the Risk Warning and Prevention Strategy of Rural Land Expropriation Conflicts in South Fujian--Taking Jinjiang City of Fujian Province as an Example

Based on the theory of social conflict,this paper constructed the risk warning evaluation index system,and selected Jinjiang City in south Fujian as a case,applying the method of Fuzzy Comprehensive Evaluation to analyze the risk warning level and generation mechanism of land expropriation conflicts.This paper propounded the risk prevention strategy of rural land expropriation conflicts in south Fujian based on the risk warning evaluation results in this area.The results showed that the comprehensive risk score was in the middle alert level in south Fu jian.The risk warning level of rural land expropriation conflicts in south Fujian was closely related to the regional characteristic.Based on the above results,for preventing the risk of land expropriation conflicts in south Fujian,this paper put forward some suggestions to improve the mechanism of mediation land expropriation conflicts,to respect farmers′psychological needs and cultural identity,and to establish hierarchy pre-warning mechanism.
