Abstract: | The world has enough water to meet the basic human needs for potable water, so the problem of lack of access to safe drinking water is not technical but institutional. The various institutional shortcomings that limit the ability of the developing countries of Asia to supplying potable water and adequate sanitation are reviewed, and some recommendations for alleviating the institutional difficulties are explored. |
