Based on a summary of the ＂Ziya mode＂, this paper made a thorough review of the problems about Tianjin Ziya circular economy industrial park, and pointed out that excess production capacity was mainly due to the disorderly market of waste home appliances and cars, as well as market segmentation caused by administration division. Therefore, it is necessary to improve environmental standards and the market access for recyclable resource industries, so as to regulate the market; it is also necessary to break the administrative boundaries, and establish regional markets in accordance with the economically reasonable transport radius for companies.
