南方部分中小城市水污染驱动力及防治措施优先级序

评价了江苏、浙江、湖北、安徽16个典型中小城市污水排放、水环境质量、水污染治理现状,对经济发展好水污染轻和经济发展一般水污染重的2类城市,选取经济发展等方面13项指标,从污水排放和水环境质量2个方面,采用多元线性回归法建立驱动力模型,根据模型确定影响南方中小城市水污染的主要因素,提出水污染防治措施优先级序.结果表明,工业污水排放达标率是影响中小城市水污染的首要因素,为水污染防治首要任务;经济发展相对较好和较差的城市污水排放量分别受农业面源和工业经济发展影响;水环境质量受生活污染排放、工业用水循环利用率、生活污水处理程度影响.第三产业发展有利于减少污水排放量,应根据城市自身条件,适当加大发展力度.

Water pollution driving forces and pollution prevention measures priority of medium/small-sized cities in southern China

Current situations of sewage discharge, water quality and sewage disposal were assessed in 16 typical medium/small-sized cities in Jiangsu、Zhejiang、Hubei、Anhui. Based on contaminative conditions and economic development, the 16 cities were divided into better economy as well as light water pollution and poor economy as well as heavy water pollution. For each of the 2 types of cities 13 index were chosen according to economic development etc. On the basis of the above, driving force models were built with multiple linear regression from two aspects: sewage discharge and water quality. Then the major influencing factors were analyzed through the models and a suitable priority of pollution prevention measures was suggested accordingly. Industrial sewage disposal was the most important factor influencing the water pollution of medium/small-sized cities in southern China, so the top priority was to guarantee the qualified discharge of industrial sewage. The sewage discharge of cities with better economy was mainly influenced by non-point pollution in agriculture, while it was mainly influenced by industrial economic development for cities with poor economy. Therefore, the second priority was to control these factors. The tertiary industry development benefits the reduction of sewage discharge, so the development of the tertiary industry should be encouraged moderately.
