摘    要:从经济学角度出发,运用内生增长理论作为理论分析工具,试对煤矿企业安全问题的解决途径进行探讨。煤矿企业要安全健康发展,其关键还在于人力资源的开发、利用和管理。作为高危行业的煤炭企业,人才是安全生产的保障,没有人才就没有安全。以此人力资源开发及"安全发展"的新理念为基础,从人才培养主体(即政府、教育部门、企业)和培养客体(即在校生、在职员工、社会公众等)两个方面,针对各个主体部门应如何联手履行其培养客体的职责,共同架构起煤矿企业多渠道人才培养体系进行了论述。

Abstract:Starting from the angle of economics, Endogenous Growth Theory is used as the analysis tool in the paper so as to make an attempt to find some solutions to eliminate dangerous elements in mines. Based on the analysis, the paper points out that coal enterprises' sound and steady development must rely on human resources and talents' development. As coal enterprises are highly dangerous, talents can ensure safe production of coal mines. Without talents, nor can safety be guaranteed. Then, from the point of trainers, that is, government, education departments, enterprises, and the point of trainees, that is, undergraduate students, employees and the public, the paper discusses how individual departments of trainers should cooperate with each other to fulfill their duties to cultivate trainees, thus to build multi-channel system of training talents.
