Environmental impact assessment of planning activities:an urban perspective

The issue of environmental impact assessment (EIA) act marked a new phase of EIA in China. However, no systematic and practical guidelines and references exist in terms of the understanding and implementation of this new law. There are still a lot of debates about its theoretical underpinnings. Both domestic and international experiences on planning activities are analyzed. After summarizing the practices of regional environmental impact assessment in China. It's obvious that urban planning should be focused on particularly. It is pointed out that sustainability is still the overall objective of such assessment. Specifically, EIA of urban planning should pay attention to issues like when to conduct EIA, principles, identification of disturbance factors, and key contents. It's suggested that such EIA should assess its ecological suitability and promote recycling economy in urban planning.
