| 摘 要： | 环境保护行政代执行,是一项十分重要的环境行政管理制度或间接强制措施,本文通过环境保护法律法规和规章的规定,全面论述了环境保护行政代执行的涵义、特点,阐释了法律设定该制度或间接强制措施的意义,分析了实施环境保护行政代执行的构成要件,归纳出了实施环境保护行政代执行应当遵守的原则,对环境管理工作具有一定指导意义。

According to the law and regulations of ervironmental protection, the paper fully expounds the conotation, characteristics of substitutive execution of environmental protection,interprets its meaning and elements, it also sums up the principles we should follow while carrying out this policy. This paper has great guiding meaning for environmental administration. |
