| 摘 要： | 分析了目前上海市环境保护工作中的薄弱环节，探讨了深化环境管理对策的基本框架和具体措施。主要包括；建立环境与发展综合决策机制；引入环境经济新观念；依法实施行政手段；建立科学的环境管理运作机制；建立公众参与激励机制以及提高环境管理的投入水平。
