| 摘 要： | 由传统经济向循环经济转变,既是国情的需要,也是维护国家经济安全的需要.再生资源的回收利用是循环经济发展过程中一个必不可少的环节,从某种意义上说,没有再生资源回收体系的建立,就没有循环经济体系的发展.因此,如何认识理解再生资源回收体系建设,如何促进再生资源行业的发展,对于发展循环经济具有特殊意义.
