| 摘 要： | 本文在市场化的背景下阐述了城市生活垃圾在市场化进程中的无害化、资源化的问题及应对策略。城市生活垃圾处理引入市场化机制是为了提高效率和引进资本,但政府作为垃圾处理责任主体的地位没有改变,也不应该发生变化。垃圾的无害化和资源化是辨证统一的关系。 |

| Abstract: | Under the background of marketability, the paper explicates the problems of harmlessness and resources as well as handling countermeasures for urban domestic refuse in marketable process. The urban domestic refuse treatment is introduced into the market, so as to increase the efficiency and introduce capitals. But the position of liability main body of refuse treatment held by the government does not change. The relationship between harmlessness and resource is a relationship of discrimination and unity and any side can not be widened. |
