| 摘 要： | 在国家大力推行节能减排的形势下,哈尔滨市节能环保产业规模日益壮大,总体水平有所提升,但还存在产业结构不完善、产业规模小、技术水平不高、资金投入不足等问题。就目前国家形势和市场环境来看,节能环保产业未来发展前景良好。在发展对策上,建议制定产业规划,开拓融资渠道,制定税收优惠政策,提高企业技术水平,发挥大型企业的带动、支撑作用,加大对节能环保产业的扶持力度,使其逐步成为哈尔滨市支柱产业。
