| Abstract: | In this paper, disaster losses are classified into disaster effect attributes and economical losses. Economical losses are classified into property losses, diaster-relief costs, and beneficial losses. Each economical loss is classified into internal economical loss and external economical loss according to enterprise loss and social loss. The internal economical losses and external economical losses are proposed in this paper. The continued period of disaster losses is included in the effect attributes. Disaster grades are determined according to dead number, injured number, loss-continued period, and general economical losses caused by disasters. |
