垃圾处理领域的技术发展和启示

摘    要:分析了在可持续发展原则下发达国家城市生活垃圾管理理念的变革和欧盟的填埋导则、包装导则等关键法规及标准对于发达国家垃圾处理方式的影响,讨论了垃圾焚烧处理、机械生物处理、热解气化技术、卫生填埋技术等垃圾核心技术的发展变化.建议在我国积极发展生态型垃圾处理技术,国家对于生态型垃圾处理技术应给予必要的经济政策支持和引导;制定可持续发展的垃圾管理战略,改变末端处理的被动局面.

Abstract:The authors analyzed the influence of waste management philosophy under sustainable development principle and development of key regulations and technical guidelines such as landfill directive and packaging directive of European Commission to the waste treatment method in developed countries, and discussed the development of some of kernel waste treatment technologies including waste incineration, mechanicalbiological treatment, gasification and landfill. The authors suggested that China should actively develop eco-technologies in waste treatment and the central government should supply economic support and policy guidance to these technologies and formulate sustainable waste management strategy so as to change the present passive situation of end-of-pipe treatment.
