长株潭城市群绿心生态保护与发展探讨

长株潭城市群绿心是长株潭城市群的重要组成部分。自2007年12月国家批准长株潭城市群为全国资源节约型和环境友好型社会建设综合配套改革试验区以来面临巨大的蚕食开发压力。重点分析了绿心生态保护与发展背景，论述绿心生态保护与发展的必要性和可能性，提出绿心生态保护与发展和绿心生态构建思路，强调“保护与开发并重，保护优先”的规划策略。通过构筑绿心生态安全格局，对绿心用地进行适宜性评价，并进一步对限建区进行细分，从而在非建设区强化生态服务功能和绿心生产功能，达到“保护中利用，利用中保护”的长株潭城市群绿心生态保护目的。〖

ECOLOGICAL PROTECTION AND DEVELOPMENT OF GREEN LAND IN THE CHANGSHA ZHUZHOU XIANGTAN URBAN AGGLOMERATION

Green Land is an important area for the Changsha Zhuzhou Xiangtan Urban Agglomeration.It has had more and more encroachment and immense development pressure since the approval of National Resources Saving and Environment Friendly Society Comprehensive Reform Experimental Area in December 2007.This paper focused on the background of ecological protection and development of the green land,discussed necessity and possibility of ecological protection and development,and proposed an ecological protection and development idea.The paper strengthened the ecosystem service and production function of the non built up areas through establishing an ecological security pattern of the Green Land,evaluating of Green Land use suitability,and futher subdividing the restricted construction area.This study is aim to achieve the environmental protection goal of “both the protection and development,protection of priority” in Green Land of the Changsha Zhuzhou Xiangtan urban agglomeration. 〖
