| 摘 要： | 随着我国对海洋生态环境治理与保护的日益重视,政府部门开始与公民及其他社会组织之间寻求合作,对决策系统进一步开放并鼓励和支持公众及社会组织的政策参与。在此背景下,我国环保非政府组织(NGO)愈发崛起,并积极参与行动。本文以我国环保NGO在海洋环境治理中的政策参与为主线,分别对我国环保NGO政策参与的理论依据、所处现状、面临的困境以及路径选择进行了深入思考和分析,并提出了建设性的意见和建议,对我国环保NGO参与海洋环境治理具有一定的理论价值和实践意义。

| Abstract: | In recent years, the Chinese government has attached great importance to the governance and protection of the marine environment.In this context, China's environmental NGOs rose rapidly and took positive action.The main line of the article is environmental NGOs' participation in the governance of the marine environment policy in China.It will mainly analyze the theoretical basis, current situation, the difficulties and the path choice of the environmental NGOs in the policy participation.This paper puts forward the constructive opinions and suggestions and has a certain theoretical value and practical significance for the participation of the environmental NGOs in China's marine environmental governance. |
