| 摘 要： | 环境应急预案体系建设在落实"一案三制"中具有重要作用。本文通过总结广东省突发环境事件应急预案体系的建设情况,梳理分析政府及企业突发环境事件应急预案在工作实践过程中遇到的问题,从顶层设计、功能定位、编制方法、改进机制等方面提出意见和建议,进一步健全环境应急管理体系。

| Abstract: | The construction of an environmental emergency response plan system plays an important role in the implementation of“One Planning plus Three Systems”.By summarizing the construction of environmental emergency response plan system in Guangdong Province,problems encountered in the work practice of the government and enterprises during implementing the emergency response plans for environmental emergencies are sorted out and analyzed,and suggestions for top-level design,functional positioning,compilation methods,and improvement mechanisms are proposed,for further improvement of the environmental emergency management system. |
