首都生态经济区的提出及其战略构想

北京具有强大的综合创新优势,有条件、有必要在实现经济体系高效性与生态系统稳定性上做出表率,大力开展首都生态经济区的建设。论文介绍了我国生态经济区建设的相关理论和实践情况,深入分析了建设首都生态经济区的可行性。在此基础上以北京的7个山区(县)作为建设范围,以"两山、五河、七组团"为空间结构,以"一区、三基地、一平台"为框架性目标,努力建设首都生态经济区。最后,文章提出了建设首都生态经济区的战略构想,即以准确的区域功能定位和科学的规划为前提,以维护首都生态安全为基础,在沟域经济等山区发展理论的指导和支撑下,构建涵盖生态农业、生态工业、生态旅游业的生态经济体系,将首都山区打造成为经济高效、环境友好、宜业宜居宜游的生态经济区。
