重污染企业退役土地面临的环境风险及其管理措施研究

重污染企业附近土壤由于长期的污染累积,加上企业退役时忽视了污染物的有效处理,退役后的土地在二次利用时普遍存在较大的环境风险。通过分析重污染企业对土壤污染的途径、类型和程度,以及退役土地污染的环境风险评价及其治理方法,结合重污染企业退役前后的环境管理现状,提出要制订环境管理技术规范和用地土壤标准,出台土壤修复相关的政策和措施,明确土壤修复责任主体,建立土壤污染修复和风险保障金制度,实施全过程的环境管理,并确保土壤污染信息透明化,研究和引进先进的修复技术,严把土壤修复质量和验收关,规范退役土地利用程序等措施。

Environmental Risks and Management Measures in Retired Land of Heavy Pollution Enterprise

Due to the long - term accumulation of pollutants in soils nearby and the neglect of effective treatment by heavy pollution enterprise, environmental risks still exists on the reuse of the retired land. Through analysis on the path, type and degree of the soil pollution, evaluation of the environmental risks and treatment methods, this study proposed specification for environ- mental management systems and construction land soil standard. Policies and measures on the soil remediation were put forward considering the environmental management status before and after the heavy pollution enterprise retired. Subject liability was rede- fined to establish the soil remediation and risk guarantee fund system and implement the whole -process environmental manage- ment. To ensure the information transparency of the soil pollution, this study introduced the advanced remediation technology, strictly control the quality and inspection of the soil remediation, and standardize the land use program and so on.
