| 摘 要： | 建筑施工行业是伤亡事故多发的行业，笔者通过调查，就建筑施工企业存在的问题、难题，重点分析了政府约束机制中存在的历史原回，并针对约束机制的致因、参照国外有益经验、结全我国建筑下场经济发展的实际，提出了全面工法，实行行业工伤保险与安全监督的新举措。

| Abstract: | Structure constnution trade is a trade with high frsqnency of fatal accidents. The problems and difficulties existed in structure construetion enterprises are presented, the lustonical causes for the existence of government restraining mecharrism are mainly analyzed. Thenew countermeasures of comprehensive legislation, implementing employment injury insurance of industries and safety supervision are pointed out on the basis of the causes of formation of government restraining mechanism. the useful experience abroad and the actual development in structure market economy in China. |
