基于模糊综合模型的收费高速公路投资风险评估研究

我国高速公路存在着运行效率低下、收费标准较高、管理混乱、浪费严重、投资成本居高不下、财务状况难以为继等问题,不少项目存在着十分严重的银行金融风险和地方财政隐患,而高速公路投资的风险评估却基本上还是空白,因此,对高速公路投资风险进行评估具有重要意义。笔者认真分析了收费高速公路投资风险的特点,重点提出了风险评价指标体系,并建立了收费高速公路投资模糊综合评价模型。

Study on Venture Evaluation of Toll Freeway Investment

Toll freeway, which is the main body of freeway in China, needs large-scale investment and exerts great influence on society and economic development, However, there are problems such as low operational efficiency, high charging standards, disordered management, serious waste, high cost and financial deficit. Meanwhile some projects have very serious bank financial risks and local financial hidden troble. In order to fill the gap of risk evaluation in this field, it is significant to evaluate the venture of toll freeway investment. According to the characteristics of venture evaluation on toll freeway investment, the index system is established and the relevant evaluation method based an fuzzy synthetic model is put forward.
