环境风险评价与安全风险评价在评价理论上的相关性问题研究

对具有安全风险和具有环境风险的建设项目,要求进行安全风险评价和环境风险评价。目前,对于如何进行安全风险评价和环境风险评价未见有具体的指导性建议,许多评价报告中,两者往往雷同,不利于突出各自的重点和评价工作的深入。笔者依据自身对两类风险评价的认识,从两者的理论基础上提出了两者间的相关性问题,简述了风险评价的意义。

Study on Safety Risk Assessment and Environmental Risk Assessment of Theoretics-relativity

The assessment on the construction projects of safety risk is required by law,and it is also the same for the construction projects with major environmental risk.Now the guidelines on how to carry on the assessment of safety risk and environmental risk have not been issued by responsible authorities.For many assessment reports,the contents and methodologies of the safety risk assessment and the environmental risk assessment for the same construction project are nearly similar,which is not beneficial to the emphasis of the different risks and to the full assessment of the risk.Based on the author's own knowledge,this paper discussed the theoretic relativity of the environment risk assessment and the safety risk assessment and introduced its significance.
