| Abstract: | This article expounds the presenting of executive ability and its connotation, and then lists three reasons that cause the reduction of administrative efficiency. Based on this, it concludes that advocating executive ability construction is an effective method to improve administrative efficiency. At last, taking Qinhuangdao as an example, this article explains some aspects on how to construct executive ability in government. |
