固体废物管理电子政务系统的构建

固体废物管理面临着大量日常工作所必须的业务审批、各类业务数据的上报／接收、更新、查询、统计、分析和种类繁多的报表输出等属性数据的处理和利用任务,需要利用3S（GIS,GPS,RS）技术来快速、大面积获取信息及管理空间数据。我们在研究、开发“广州市固体废物管理GIS信息系统”的过程中,将MIS作为固废管理电子政务重要的组成部分,并与GIS,GPS,RS集成一体化,构建了“4S＇’集成一体化固体废物管理电子政务系统,有效地解决了数据共享和实时更新问题,使信息化能够真正全面促进办公管理效率、公众服务水平和科学决策水平的本质提高。文章简要阐述了“4S”集成一体化固体废物管理电子政务系统的组成、实现原理以及实际意义;并指出构建4S（MIS,GIS,GPS,RS）集成一体化的固体废物管理电子政务系统将会成为我国固废管理信息化发展的一个趋势。

Discussion of Building Solid Waste Management E-Government System

Solid waste management involves dealing with huge attribute data which are needed in the processes of review and approval,and all kinds of report,receiving,renew,inquiry,statistics,analysis,report forms exporting etc.which can be done by using 3S(GIS,GPS,RS) to get and manage special information quickly.Traditional MIS is one of the most important parts of SWMEGS(Solid Waste Management E-Govemment System).In this paper,MIS is integrated with 3S,and constitutes the "4S"integrated SWMEGS.The above system can effectively solve the problems of data sharing and online data updating,and is able to improve the(operation) treatment efficiency,and the level of public service and scientific decision.The composition,implementing principle and(significance) of "4S"integrated SWMEGS are described briefly in this paper.The building of"4S" integrated SWMEGS will become a(development) trend of EIS.
