| 摘 要： | 经过2008年初特大低温雨雪冰冻灾害的洗礼,湖南省各级政府应急管理体系建设工作进一步加强.他们在应急管理工作的许多方面都有所创新,并取得了明显的社会效益和减灾实效.本文根据湖南省的经验和灾后的反思,对我国突发公共事件应急管理体系建设提出了五项建议.
