煤矿运输事故中不安全动作分析与控制对策

摘    要:对61起煤矿运输事故进行分析,找出了32种引发事故或者造成损失进一步扩大的不安全动作。为了便于有效进行培训,将此32种不安全动作分为7类动作类型,按照出现次数高低进行排列依次是:工人违章乘车乘罐,作业场所与运输工具设计、建设、安装存在安全隐患,工人违章、错误作业,司机违章、错误作业,安全人员检修不到位,工人未确认矿车正确、完好连接,其他不安全动作。并通过总结这7类不安全动作中缺失的安全知识、安全意识和安全习惯,针对各类不同的动作,提出各自的控制对策,以减少在运输环节中人的不安全动作出现,进而控制事故发生。

Abstract:Through the analysis on 61 transportation accidents in coal mine, 32 kinds of unsafe acts which could cause the accidents or the further losses were found out . In order to facilitate the effective trainings, the 32 kinds of unsafe acts were divided into 7 types of act. In the sorting of occurrence number, the 7 types of unsafe acts are : take the tramcar or cage illegally, design/construction/installation of workplace or conveyance exist hidden safety problem, workers operate illegally or mistakenly, drivers operate illegally or mistakenly, safety checking personnel do not complete overhaul, workers do not confirm the tramcar whether connect well or not, and other unsafe acts. By summing up the lack of safety knowledge, safety awareness and safety habits in the 7 types of unsafe acts, the method of typical accident case analysis was proposed to be the control countermeasures to reduce the unsafe acts happening in transportation part.
