最优安全文明施工措施费费率计取模型的构建与应用

建筑工程建设周期长、施工环境复杂、可变因素多，是一项安全系数低的系统工程，其安全文明施工措施费计取费率的合理性直接影响到建筑安全生产水平。首先建立万人死亡率与安全文明施工措施费基本费率的函数关系，并结合建筑施工安全的社会总成本函数，构建最优安全文明施工措施费费率的非线性计取模型；然后以江苏省安全文明施工措施费为例应用该模型，经过优化后的江苏省措施费的基本费费率为2．33％，现场考评费率为1．28％，奖励费率为0．47％-0．82％；最后得出目前江苏省安全文明施工措施费费率较低，同时也证明该模型是有效可行的。

Establishment and application of accrual model about optimal safe and civilized construction measures fee rates

With the characteristic of long construction period, complex construction environment and lots of variable factors, the construction project is a system engineering with low safety coefficient, and the rationality of safe and civilized construction measures fee rate directly affects the level of safety in construction. Firstly a functional rela- tionship between ten thousand death rate and safe and civilized construction measures fee rate was established, and the optimal accrual rates model of safe and civilized construction measures fee was built combining with total social cost function of construction safety; then the model was applied through the case of safe and civilized construction measures fee rates in Jiangsu Province. It showed that the basic rate of safe and civilized construction measures fee rate is 2. 33%, the site evaluation rate is 1.28%, and the reward rate is 0. 47% -0. 82%. At last, it proved that the present rates of Jiangsu province is relatively low and this model is effective and feasible.
