全国重点城市工业废水污染物排放总量分配研究

摘    要:总量控制是目前我国遏制污染趋势,改善环境质量,实现经济持续发展的重要手段,其核心内容是污染物排放总量的合理分配。文章依据基尼系数的基本概念,构建了重点城市污染物总量分配的基尼系数法,评价各市污染物总量分配的合理性公平性,比较全国重点城市污染物排放的差距,为总量分配的调整提供依据,为衡量经济的可持续发展提供参考。研究结果表明:工业废水污染物COD和氨氮在全国46个重点城市的排放差距较大,城市环境保护发展不均衡是造成基尼系数逐渐变大的主要原因,工业废水的污染治理需进一步推进。

Research on Total Load Allocation of the Industrial Waste Water in Key Cities
Abstract:Total Control is an important method which can curb pollution trend, improve environmental quality and achieve the economic sustainable development, and the kernel content is the reasonable allocation of the pollutant discharge. This article rests on the fun- damental concept of Gini coefficient to construct the Gini coefficient of the pollution total load allocation of each city, evaluate the rationali- ty and equity, compare the gap of the pollution discharge among the key cities, so as to provide the basis for total load allocation and the reference for measuring economic sustainable development. The results showed that the differences of COD and the ammonia nitrogen discharge in industrial waste water are large among 46 cities, and the steps of the industrial pollution control need further promote.
