基于环境规制的污染型产业发展问题研究

随着区域经济发展和区际产业调整的加快,污染产业由发达地区向欠发达地区转移的问题日益严重。环境规制视角对区际污染产业转移的影响机制进行了理论分析。环境规制是促进污染型产业更好、更快发展的源动力,但极易造成产业生产成本提升、技术创新受限、进入状况不佳等方面问题。文章逐一分析生产成本提升、技术创新受限、进入状况不佳情况,对污染型产业发展带来的影响。根据每一项条件,带来的具体影响情况,分别展开讨论,通过总结讨论结果的方式,得出环境规制给污染型产业发展带来问题的解决方法,提升污染型产业的综合发展水平。

Research on Development of Polluted Industry based on Environmental Regulation

With the development of regional economy and the acceleration of inter-regional industrial adjustment,the prob-lem of transferring pollution industry from developed areas to less developed areas is becoming more and more serious. The impact mechanism of transferring pollution industries between regions is theoretically analyzed from the perspective of environmental regu-lation. Environmental regulation is a better way to promote pollution-type industries. Improving environmental protection mecha-nisms is the source power for this process,but easy to cause industrial production costs,technological innovation constraints,poor access and other aspects. One by one analysis of the cost of production,technological innovation constraints, poor access to the situation,the impact on the development of polluting industries. According to each condition,the specific impact of the situation, respectively discussed. By summing up the results of the discussion,the solutions to the problems brought by environmental regu-lation to the development of pollution-type industry are obtained,and the comprehensive development level of pollution-type in-dustry is promoted.
