黑龙江省海绵城市建设及应对措施研究

一直以来城市水环境都是人们热议的话题。直到上个世纪美国,澳大利亚等国家率先实行了各自的城市雨洪管理体系并在各个地区得到了显著的成效后,这个问题才慢慢得以解决。中国自2012年海绵城市概念提出后,全国众多城市积极参与建设。黑龙江省在2015年也加入到了这个行列中,但由于地理,经济等条件因素限制一直进度缓慢。因此根据对当前黑龙江省在建设海绵城市过程中可能遇到的问题的分析,希望能够通过人才引进,完善海绵城市建设体系等措施来探索出一条符合区域发展的海绵城市建设道路。

The Construction and Coping Way of Sponge City in Heilongjiang Province

Urban water environment has always been a hot topic. Until the last century the United States, Australia and other countries take the lead in implementing the respective urban rain flood management system and got remarkable results in each re-gion, the problem to solve. After the concept of sponge city was proposed in 2012,many cities in China to take an active part in construction. Heilongjiang province also started to build sponge city in 2015. But due to geography, the economy and other factors have been slow. Therefore, based on the analysis of the problems that may be encountered in the construction of sponge city in hei-longjiang province. It is hoped that through the introduction of talents, perfect sponge city urban construction system and other countermeasures to explore a regional development of sponge city construction road.
