| Abstract: | According to previous experiences in the environmental impact assessment and combined with urban construction projects in Beijing, this paper demonstrated that analysis on the characteristics of China＇s primary -level organizations can im- prove the public participation via strengthening the public＇s willingness to participate in environmental protection, reflecting the public＇s right to know and stop the environmental group events. |
