低碳经济理念下江苏省农民集中居住分析研究

根据低碳经济理念内涵,构建"资源损耗与环境污染成本——最终产出"分析框架,对江苏省农民集中居住过程中建筑用能消耗与建筑垃圾污染、庭院经济消失与生活垃圾污染、集中居住后土地集约节约化程度和农民福利变化进一步分析探讨,研究发现农民集中居住后原有农村社区的低碳功能减弱,土地集约化程度、农民经济福利和生态福利水平变化具有明显的区域差异性;需将低碳经济理念和原则纳入农村居民点整理评价体系以及政府绩效评价体系;农村集中居住政策不宜全面展开,应优先在发达地区开展.

Analysis on Centralized Residence in Rural Areain Jiangsu Province Under Low-carbon Economy Conception

According to the concept of low carbon economy connotation, the purpose of this paper is to analysis framework of "Resource depletion and pollution of the environment cost-final output", and to discuss the policy of centralized residence in the rural area of Jiangsu province through analyzing the consumed energy of building, the effect of the disappearance of the courtyard economy, the degree of saving and intensive land-use and the changes of the peasants' welfare by means of the concept of low carbon economy.The results show that compared with developed areas, it doesn't accord with concept of low carbon economy to achieve centralized residence for developed areas.It is concluded that the concept of low carbon economy bringing into evaluation system of rural residential land consolidation and government performance will be beneficial to policy making and the development of low carbon society.Policy should not be a comprehensive promotion,it should be preferred in the developed areas.
