温岭市总体规划胁迫下的环境问题及其协调性构想

以温岭市为例，罗列出规划胁迫对水、气和生态等环境的影响，究其原因是由主观、客观和规划技术三大方面引起，并对规划和环境的协调性从规划的管理、环评、编制的依据、开发类型的设置和功能的布局等方面概括出五个基本要求，认为要在科学划定不同区块开发类型的基础上，按照环境质量高、低的要求优化总体布局，准确定位城区的规模和功能，提出“大三角”等区域要以生活和农业等功能为主，避免设置工业以影响食品生产和居住等功能，滨海等沿海一带可为经济的发展重心等。
