资源型城市“城市矿产”开发的市场化路径探讨

面对资源枯竭与经济转型的叠加影响,资源型城市受自身积累能力的限制,其结构调整比其他城市面临更多的土地集约利用、项目招商引资、企业创新经营的机遇和挑战。因此,资源型城市不能完全依赖政策扶持来摆脱困境,而是要迎合国际化循环经济发展趋势,走市场化、产业化、现代化的路径,大力培育和发展接续替代产业。

Faced with the superposed impact of resource exhaustion and economic transformation and restricted by their own accumulative capacity,the resource-based cities meet more opportunities and challenges in intensive use of land,project investment attraction and enterprise innovative management than other cities.Thus,the resource-based cities should be accordance with the international trend of circular economy and choose a path of marketization,industrialization,and modernization,and develop alternative industries rather than rely on policy support to get out of difficulties.
