我国油气行业甲烷减排投融资支持政策框架研究

甲烷是仅次于二氧化碳的第二大温室气体。从全球范围看由于油气行业具有甲烷排放贡献大、“负成本”或相对低成本的甲烷减排技术潜力等特征，将成为甲烷减排领域的引领行业。我国的甲烷减排工作仍处于起步阶段，文章通过全面梳理国内外油气行业甲烷减排政策进展，在分析绿色转型投融资政策趋势基础上，针对存量油气项目制定符合我国绿色转型投融资政策的甲烷减排项目分类目录；针对新增油气项目从甲烷排放管理、减排技术、监测与检测、信息披露4个层面提出我国甲烷减排投融资框架需求，以期从投融资视角加速推动我国油气行业实施甲烷减排。

Study on the Policy Framework for Methane Abatement Investment and Financing in China

ABSTRACT Methane is the second most important greenhouse gas after carbon dioxide. Globally, tackling methane emissions in the oil and gas sector plays a critical role due to its large contribution to methane emissions, and having the highest mitigation potential at low and even negative net cost. China is to strengthen controls on methane and take a wide range of actions to cut methane emissions. In order to support methane abatement efforts in the oil and gas sector from the perspective of investment and financing, this paper establishes a classification catalog of green transition investment and financing projects and an investment and financing framework for existing and new oil and gas projects respectively, based on a comprehensive review of the policy trends on methane abatement in the oil and gas sector and green transition investment and financing both domestic and abroad.
