So it is very important for the management of environmental emergency monitoring which not only to train the technical person but also to prepare equipment; not only to prepare monitoring contingency plans but also to prepare and apply tools including application software. Only with full emergency monitoring of the environment manage- ment, effectively environmental emergency monitoring response can be made in order to the emergency control of decision - making and the protection of the quality of the environment and the safety of the people.
