事故应急救援指挥中心组织架构和运行机制探讨

在分析比较国内外研究成果的基础上,以事故指挥系统为框架,结合国内的实际情况,设计了以指挥、运作、计划、后勤保障和财务五大部门为主体的事故应急救援指挥中心组织架构和职责功能,提出了事故应急救援指挥中心的运行机制,为完善我国事故应急救援理论研究提供参考.

On the organizational frame-structure and operation mode of an incident emergency response center

This paper aims to present the authors' idea on the organization of a standard emergency response management center and its desirable operational principle. Although the establishment of such a highly effective system is in great demand in China, we are still short of systematic theory as well as sufficient practical experience. The organization structure mainly consists of five sections (command, operation, planning, logistics and finance). Command section is in charge of overall emergency policy, coordination, public information and media relations, agency liaison as well as personnel safety management procedures through coordination of government departments and enterprises.Operation section-for coordinating all emergency operations in support of the emergency operation through the implementation of the action plan.Planning section-for information gathering, evaluation and dissemination. It is also to enact the incident plan and take actions in coordination with other functions. Its duty also includes maintaining all emergency response center documentation.Logistics section-for providing facilities, services, personnel, equipment and materials.Finance section-for financial activities and other expenses.Four types of information are needed in the emergency response system: management direction, situation reporting, resource request and general information. The paper has also illustrated the corresponding departments of the related management authorities and internal coordination and communication among vertical levels and horizontal departments on critical resource allocations.
